I personally decided to start south, since it contained all of the city roads, and then I went west, south west, north west, north, center, north east, east, south east, south, and then finished around that point. When you decide to do this achievement, I would suggest you start at a certain point on the Global Map, and then go around the whole island, in a circle until you return to the point, which you originally started at. A problem which can occur, is some events may not open up, until you have actually driven on the road which contains the event. As you play along, and do the Single-Player Events and Challenges, you will drive on roads, in the game you may have not driven on originally. My suggestion would be to actually save this achievement for a later stage. This means you must drive on every single Motorway, Alley, Hill, Corner, Junction, and other roads supplied in the game. To get this achievement, you must drive on all of the roads and make sure all of them are coloured blue. As you play the game and drive on the roads, the colour will change to blue meaning that you have driven on it. When you start the game from scratch, all of the roads will be coloured grey meaning you haven't driven on them.
The highways I've noticed are a large percentage of your completed total including their on and off ramps so concentrate on them first alleviating a small part of the pain when the roads under them are highlighted and difficult to tell whether the highways are completed None of the secret areas count, like the Secret Island, the Airports or any of that. Some of the time the GPS will take you on a route you've already been and sometimes it'll take you on a new path. Also instead of fast traveling everywhere GPS stuff, even if it's one block over. The highways, freeways, main streets and worry about all the small stuff afterwards. My suggestion is to worry about the main roads first. I knew this because I had been paying attention filling in roads, looking at my map and then fast traveling somewhere and filling in more roads. And I had a lot left to get when it did pop. The last time I got this achievement before I came back online and lost the achievement and had to start over again, I was driving down one of the highways when this popped and it fills in everything that's missing, like little side roads, bi road and the like.
